Setting a New Standard for Secure Environments
A Progressive Vision for Law & Order, The Waikeria Prison redevelopment is the third large-scale Corrections PPP project MODE has delivered in New Zealand for the Department of Corrections | Ara Poutama Aotearoa. This initiative reflects New Zealand’s commitment to modernising its Law & Order infrastructure with a balanced approach that prioritises security, rehabilitation, and cultural sensitivity.
The project consists of a purpose-built correctional centre providing accommodation for 500 prisoners, alongside Te Wai o Pure, a dedicated 100-bed secure mental health treatment precinct offering world-class care. Located on the existing Waikeria Prison site in the Waikato region of New Zealand’s North Island, the facility is designed to support rehabilitation while maintaining high-security standards.
The Waikeria Prison Development Public-Private Partnership (PPP) marks a significant milestone in New Zealand’s approach to modern corrections infrastructure. With construction nearing completion in 2025, the redevelopment aims to enhance security, rehabilitation, and operational efficiency while integrating modern design principles.
Key Features & Facilities
Capacity Expansion: The project will provide an additional 600 beds, including Te Wai o Pure, a 100-bed forensic mental health facility delivering the Hikitia service, a culturally and clinically effective mental health and addiction care program.
Support Facilities: The redevelopment includes a state-of-the-art kitchen, laundry, industry precinct, prisoner classrooms, program rooms, a sports hall, outdoor fields, and horticulture grounds.
Enhanced Rehabilitation Focus: Designed with a progressive care model, the facility integrates secure environments with a focus on rehabilitation and reintegration, providing spaces that foster personal growth and connection to whānau.
MODE’s Role in the Redevelopment As the Lead Consultant, MODE has played a pivotal role in shaping the future of secure environments through a holistic design approach. Our expertise spans multiple disciplines, including:
Architecture – Delivering an innovative and functional custodial design that ensures security while supporting rehabilitation.
Interiors – Designing environments that prioritise comfort, wellness, and dignity for both staff and inmates.
Landscape Design – Creating secure yet therapeutic outdoor spaces that promote rehabilitation and well-being.
Graphics & Wayfinding – Enhancing operational efficiency through intuitive navigation and clear wayfinding.
MODE is leading a coordinated design consultancy that integrates expertise across Architecture, Interiors, Landscape Design, and Graphics & Wayfinding. In collaboration with Chow Hill Architects as local consultants, MODE is working closely with the CIP team and the New Zealand Government to ensure the facility aligns with the Department of Corrections’ key priorities and long-term correctional strategies.
The project is being delivered as a Public-Private Partnership (PPP) with CPB Contractors as the Managing Contractor. MODE’s collaboration with local consultants and key stakeholders ensures a cohesive and future-focused approach to corrections design.
