MODE: Shaping the Future of Law & Order and Secure Environments in New Zealand

As New Zealand modernises and expands its Law & Order infrastructure, projects like the Waikeria Corrections Facility redevelopment are setting new standards in custodial environments, supporting staff, visitor, and prisoner safety. Scheduled for completion in 2025, the Waikeria project will provide an additional 600 beds. The inclusion of Te Wai o Pure, a dedicated mental health facility with 100 beds, will deliver the Hikitia service, a culturally and clinically effective mental health and addiction care service, which reflects the nation’s focus on support and rehabilitation of vulnerable persons in care.

MODE is proud to contribute to this evolution of Law & Order design, creating environments that blend cultural sensitivity, security, and innovation. The Waikeria project highlights a progressive care model of providing prisoners with opportunities for personal growth and connection to whānau through modern facilities that are carefully designed with passive security measures that provide a normalised supportive environment. With spaces dedicated to family visits and reintegration support within natural observation of support staff, the design aims to foster rehabilitation while addressing operational efficiency and safety.

Through our expertise in secure environments, MODE is redefining custodial spaces to reflect a more progressive vision for New Zealand’s justice system. By focusing on safety, rehabilitation, and operational excellence, we aim to deliver facilities that meet the complex demands of modern corrections.
